random number generator sfmt

I was reading about random generator.I readed about sfmt.
the algorithm said that

g(w0, . . . , wN−1) = w0A + wM B + wN−2C + wN−1D, (2)

first of all don't we just use 4 words only of N words?
and is the output g?
is there a better generator?
