IP4 address rules for generating all possible ip's

I want to generate all possible IP V4 addresses. What rules do I have to follow to only generate possible IPV4 addresses? As far as I know, the only rule is that the four numbers each cannot be higher than 255. Is there any other rule for IPV4 addresses?
