Argument 1234 or 3435 in numpy.random.RandomState

what's the difference using Argument in 1234 or 3435 in numpy.random.RandomState? what effect? I do not understand the argument in 1234 or 3435 however, whether the number can be replaced arbitrarily?

rng = np.random.RandomState(3435)
rng = np.random.RandomState(1234)
