On Button tap; Display a stable Image with a random layer of text and Images

I got the following problem:

1. If Button tapped then always show the same image -> Now i want a Layer on the image with a Label which is linked to a specific image. (The text in the Label and the image belong together.)

I would need a function, which randomly displays me a text+image on a stable image.
