Spider to pollute history with cURL?

There's been a law passed: starting in December, ISPs will be able to sell your history. So, how would someone be able to pollute your history with cURL? Could someone do several curl -H $RANDOM http://ift.tt/2ni2lens and curl -G $RANDOM http://ift.tt/2ni2lens? Or is it more elaborate than that? How would I create a cURL spider to pollute history and 'troll' ISPs?
