Which language and framework should I use to create a cms [on hold]

Im working on a small project on my company. We have a different network so I can't juse use in framework on the web to build that CMS.

In short, I need to build a content website, that I will can add / remove / edit pages via admin page with some options (title, body, posts that similiar), catagories and so on. It is not difficult and I know that there is so many guides in the web.

However, I started to read about it and not sure which language I should use. Moreover, I see that there is an option to do it with some Framework - do you have any recommemnd framework too?
