Numpy.random.exponential()

I would like to generate an exponential distribution, but within a range of 3000 to 5000, and the mean has to be 5.5 write now what I'm doing is round(int(numpy.random.exponential(5.5)*1000), -2)

then in the next if statement check if number falls between 1000, 3000. This takes really long upwards of 10 minutes for 103 numbers. Can someone suggest a solution to this?
