Randomly select 15% of a sample by highlighting the row for 9 columns

I have a spreadsheet where I would like to create a VBA that would automatically select and highlight 15% of the rows of any sample I paste in the spreadsheet. I tried several variations of Rand formulas and they did not result in the outcome I'm trying to create. Mostly because the formulas returned some duplicate results. The sample can be up to 60 rows and 9 columns. Thank you.
