vba array shuffling (vector to matrix)

I have been trying (unsuccessfully) to address this problem several different ways but I cannot seem to find the appropriate approach. What I am attempting to do is to create dynamic array of existing values taken from a range - e.g. A1:A5 - and shuffle this array (e.g 250 times) into a 5x250 matrix for a Monte Carlo simulation. In my application the matrix will be much larger 2,000x250. A simple example will be:

     A -> B, C, D, F, G
    10 -> 20 10 etc ....
    20 -> 30 40 .....
    30 -> 10 30 .....
    40 -> 50 20 .....
    50 ->40 50 .....
