Installed Numpy 1.15 with PIP, but I don't have some functions

I just installed Numpy 1.15 with PIP using the PyCharm terminal, but I can't use the numpy.random.rand, I don't know if it was deleted at some point.

If so, how can I uninstall Numpy and revert to a version that has that function (I'm asked specifically to use it)

I'm using Python 3.7
