Stupid Encryption Algorithm (creator)

Why the hell does my encryption algorithm not bother the seeds 'generated' in EnDeCrypt::GetMasterSeed()? Why can I encrypt with this function, and does it produce the correct plain text when decrypting without it, or with it but heavily modified*??????????????????????????????????* I would very much appreciate it if someone took a look at this and tell me why this happens, since a lot of the cryptographic 'security' depends on this in my algorithm.

NOTE: Don't use this for encrypting anything unless you know what you're doing (I'm not), since it is probably not secure and unoptimized. I do encourage you to take a look at this. I learned a lot from coding this, and I hope someone that thinks they could learn something from looking at this code (AND HELPING ME SOLVE THIS ISSUE!! :'( ).
