How to randomize 5 different names

May I ask if how can I generate list of names with no duplicates for our survey of employees every month. Every month we need to survey 5 different employees and send them a survey link. I am done with sending part. The only problem is how to randomize list of different 5 names to be rated. :( We have 46 employees in the department. How can I code it in google app script?

The goal is zero duplicates.
 1. Not allowed to rate yourself
 2. Not allowed to rate 2 or more same names

Expected output is for us to create 46x6 random names with no duplicates
