Create batch file to open random website from list

I've been trying to figure out what the best way would be to go about creating a batch file that would; Upon opening the batch file, select one (1) random URL from a list (like a .txt file perhaps in a specific directory) and open that URL in the default browser.

My intention is to compile a list of videos (URLs) that the kids enjoy watching, and then being able to have it pick a random URL from the list and opening said URL once.

I am not entirely sure how to go about doing this, and what requirements the list would need to have (set a limit to random numbers? Numbered list with URLs?)
