an algorithm for spawning hundreds of three types(by radius) of balls in a given boundary window not overlapping each other

there is specific boundary suppose (800 * 600) and i need to spawn say 1000 balls randomly in it.

there are three sizes for balls (say 2,3,4 for radius). the balls cannot overlap each other i.e. they need to be in their separate space.

so to spawn them i would need their randomly generated positions.

would like the positions to be as random as possible.
