How might someone determine the seed and function of a random number generator?

I saw this livestream clip in which the moderator of a channel figures out a way to predict 15 consecutive numbers in Google's random number generator. I was wondering how this could be done?

I think the information that he has is the previous few outcomes, and the range of possible outcomes.

Is the PRNG code publicly available? Or has this been reverse engineered entirely?
