Is any 256 bits number the SHA256 hash of something?

If I pick any (random or not) 256 bits number, is it always the SHA256 hash of some input, whatever that input might be ? Related to this subject (I guess), can I identify a 256 bits number as being a SHA256 hash (or not) ?
