TestU01 and Dieharder Test

I have a ".txt" file of Pseudo Random Bits (i.e., a sequence of 0's and 1's) of length $10^8$. How do I run TestU01 and Dieharder Tests? I installed what is needed for the Dieharder test and it turns out that it is returning different values every time I run it. Moreover, "dieharder -f -a name.txt" is returning results for any 'name.txt' I provide whether it exists or not!
