Spoof IP addresses with Python randomly over time, with proof from web browsing activity

There are some posts about fabricating IP addresses just for show, but how can these be randomly generated, for example, 10 times over the course of 2 minutes, and have proof that web activity traces back to each of these fake IPs? Is this impossible?
