Drop a circle of specified radius on an XY plane and randomly sample points within it

I have a 20x20 coordinate plane with points distributed across it. I would like to randomly place a circle with a specified radius onto the plane and sample without replacement only points that fall within this circle. In addition, I need the circle to not be placed on the edge of the plane.
