Create 5 percent of sample database

How do I create a sample database from a large database with various tables and relationships among the tables? My large database has about 20-25 tables with interlinked keys with some tables containing millions of records. I would like to create a 5% of the database that holds table relationships so that I can answer some of the questions without querying the whole database
