Every Image generator

I haven't found anything close to my "problem".
I have a 16 by 16 Square and 8 colors.
I don't know how to write algorith that will fill the square recursively- I mean every combination of every color in each dot of image.
I can generate completely random and flood fill it but it's not the same.
