Oracle SQL assigning random numbers but keeping them the same

I am trying to assign random numbers to each record but I am planning to re-run the table to update new info on monthly basis. I was wondering if there is a way to assign random numbers but keep those assigned numbers the same even after re-running the script. Thank you.
