Generating a list of random numbers, with specified mean (average)

I need help with generating a list with the specified mean (average) using Python.

Let's say the average income in (x) city is (n), and the population in that city is (n1), how i can generating a list of numbers of (n1) and get the same average, using python (or numpy)
