Creating a list with some bells and whistles

I am very new to coding and have hit a roadblock. I am trying to code a way for users to enter inputs into a displayed list, and have the ability to reorder that list (drag and drop), and also have a button that selects one of the item at random. Any help is extremely appreciated.
