Does Random.Randint have a varible like a=1?

Once I was wondering can you use random.randint to randomise a sum like 3-1 and I tried till to a point when I said can random.randint have a variable title . But if python cant do something like randomise sums.That's fine just simply say it's not possible and if there any other pregaming language that does do what I wanted to then just tell me.
