Random URL Redirect Using PHP

I want to random URL redirect per visit.

Example: I have file with all url is : URL.txt

https://a1.com
https://a2.com
https://a3.com
https://a4.com

I need a php file.

Example : index.php

Redirect after 3 seconds with random link in URL.txt
