I want to implement Blum Blum shub random number generator on FPGA using verilog but I don't understand how can I give inputs on FPGA

Since on my FPGA board there are only 16 switches but I've three inputs each 8 bit wide. I don't understand how to give them. I'm new to FPGA.. your help will be appreciated Thank you
