What is the correct way of initializing an alm application

The documentation for Elm's Random module states:

A good way to get an unexpected seed is to use the current time. http://ift.tt/1G7gV7z

I don't see however a good example of how to perform such initialization logic in FRP application. What signal should I react to? How to do this with a minimum of code and maximum of clarity.
