I want to have an rng with 10 to 15 diffrent numbers that are random and rarely in order

I don't know how to perform a different algorithm in a for loop and I only want to use some of them two times (for an example some cards you can have two of others you only own or can own one of them)

A tried to change the value but with no near result

the expected result of this code is repeatedly given out the same number sometimes more than five or even just one random number I want to control so I can have 10 to 15 different numbers
