How to repeat a formula in excel?

I have to randomly select 'n/10' names from a list. This 'n' corresponds to the number of rows having valid entries and not blanks. The list (range of cells) has more than n values(n+x), some of which are blank (x). I have reached a point where I have the value of 'n' whatever the number of entries maybe and a list which has the valid entries sorted out followed by the blank cells ('n'number of cells followed by x number of cells), but I cant figure out how to proceed further so as to select 'n/10' random names from this sorted list of n+x entries. Can this be done without the use of macros ? I am not proficient in excel. Kindly help out. Thank you.
