Random-noise on MATLAB with varying amplitude and frequency

I would like to create 'random' noise on MATLAB with the following characteristics:

  • continuously changing frequency within a spectrum of 0.1-640 Hz.
  • varying amplitudes in the range -1 to +1, drawn from a normal
    distribution with mean 0 and variance such that 99% of values = range ±1.
  • I would like the amplitude to change with each frame, where the sampling rate is 1280 frames per second.
  • In the frequency domain, all coefficients of the random sequence must have a similar size ("white noise").
