Random pick 10 sales per salesperson/audit

I am looking for a way to randomly select 10 transactions per salesperson in Excel or SQL.

I have four salespeople (Anna, Graham, Lucas, Joanne). I would want 10 randomized transaction IDs for each of them, resulting in 40 total.
