Random Number Generation for Mobile applications

I need an algorithm or function that will generate random numbers for a mobile application. However one strict requirement is the number has to be generated on user side and the number same number should not generated in another mobile device which runs the same application. I am trying not to reveal this random number to the server hence the above requirement. But it should be unique only to device that is generating the number and should not be replicated at any point.
