replacing the huge column value with block of numbers randomly [closed]

hii experts i have a small problem that i am unable to solve. i have a text file that is divided into blocks by the > symbol.Additionally, The column consists of more -0.00000000 and few numbers as given in the link https://i.fluffy.cc/4dnqvMpjqg7nLNvTCFx7sD8L0gtCmF2w . My problem is that i want to add below block of numbers randomly( not continuously) in the places where continuously -0.00000000 is present in the data but not in the places where number is there.Obviously there are huge numbers of -0.00000000 are present in the data but i don't want to add the below block continuously but randomly.I hope some expert will help me solving this problem.Thanks in advance.
