Random matrix in Python

According to the matrix type entered on the keyboard, write the program whose elements are composed of random integers between 0-9 and the sum of column elements is equal.

I am so new in python and this question hits hard to me . I thought that I can use the import random library but I can not apply clearly. Any idea will be appreciated.
