Create Random Matrix in R

I want to generate a 50 x 1000 matrix of zeros and ones, allocated randomly. The sun of each of the 1,000 columns must be 38 (that is, for each column there have to be 38 1s and 12 zeros), but these must be allocated randomly. How can I do this?
