Bootstraping matix into several square matrices row wise, column wise

I would like to extract samples (square matrix) from a matrix randomly with a size between min. and max.

i would also like to preserve the row and column information along with the element information of the samples.

Questions are:

1. Are there any fucntions already implemented for certain requirements, if any could you guys please let me know irrespective of programming language.

2. If any one implemented for any one of your works, could you please share the algortihm (logic)?
