How does Google Doc's 'anonymous animals' feature avoid duplicate identities?

If I understand it correctly Google use IP addresses to select an animal by which to identify non signed in users.

I am considering implementing a similar system in replacement of Idendicons and was wondering what method they are likely using to avoid two users being represented by the same animal?
