I need a Number Randomiser that has no repeats using text files [closed]

I need to make the random number write to a separate text file when executed and the exclude = read from text file with numbers in there so when it does the action it ignores what has already been used. So basically a no repeat randomizer that uses a a text file to exclude and then a separate text file as the output too. Is this possible? Cant send code on here because I cant figure out this formatting thing. if anyone can help me at all please
