How to generate a random order of numbers in Excel or a TI-Nspire

I would like to produce a random order of given objects using Excel or TI-Nspire.

For example, I have 4 numbers {1,2,3,4} and would like a random permutation of this.

I thought that I have is to say that there are 24 permutations of this and generate a random number from 0 to 1, split that into 24 intervals and choose the order that correspond to that permutation.

However, I am thinking that there should be a much more concise way of doing this and simply getting a random order...

May I have some help please?
