Shuffling elements in a nested list (python)

I want to shuffle the Towns (T) on the world_map so that they are 2 steps apart (you can reach the next Town on the 3rd step) shown in Rules of Map. Also, the starting town must be on the top left and the K must be on the bottom right. I have been scratching my head over this problem for very long, any help would be appreciated. Thank you.
